Vluchteling beschrijft de levens van Josef, Isabel en Mahmoud. Zij zijn door tijd en ruimte gescheiden, maar hebben desondanks veel met elkaar gemeen. Door het dreigende gevaar in hun landen van herkomst, is ieder van hen noodgedwongen te vluchten.
Josef leeft in het Duitsland van de jaren dertig, waar hij als Joodse jongen niet langer veilig is. Samen met zijn familie vertrekt hij per schip naar de andere kant van de wereld.
Isabels verhaal speelt in 1994, in het zeer onrustige Cuba. Haar familie en zij hopen veiligheid en vrijheid in Amerika te vinden, waar ze op een vlot naartoe varen.
Mahmoud komt uit Syrië, waar in 2015 geweld en vernietiging de overhand hebben. Dit is voor zijn familie en hemzelf de reden om zich richting Europa te bewegen.
Alle drie laten ze noodgedwongen alles wat vertrouwd is achter in hun zoektocht naar een betere toekomst.
